Is Nunu & Willump strong in ARAM: Mayhem?

They are a top-tier engage tank because Mayhem's fast pace favors constant snowball fights. You cycle abilities quickly, forcing enemies to dodge or get run over. The tradeoff is that you rely on your team to follow up when you go in.

What is the best way to use the Snowball (W) in this mode?

Start the channel from a brush or just outside enemy vision to catch them off guard. Steer around minion waves to reach the backline carries. If you miss, you often end up stranded in a bad position, so pick your line carefully.

How do I land a good Absolute Zero (R) ultimate?

Flash or Snowball into the enemy team and immediately channel your ultimate while they are distracted or crowd-controlled. The slow makes it hard for them to escape the full damage radius. You become vulnerable to interrupts, so wait for key enemy cooldowns before you commit.

What should I max first: Q or E?

Max Q first for sustain and objective control, since the heal helps you stay on the map through the constant fighting. E is valuable for damage and the root, but you need the tankiness from Q to survive early engages. A point in W early helps you roam and start fights.
